Clare was born in Birmingham in 1946 and was educated at St Paul’s Grammar School Birmingham. She then went on to study at the Universities of Keele and Leeds, graduating as Bachelor of Arts with Honours in Political Science. Clare entered the House of Commons in 1983.

Rethinking the War on Terror. Clare Short’s thesis is that the response of the United States to the terrible crime of September 11th 2001 has been misconceived and has generated increased hostility to the United States and led to a big increase in the strength of Al-Qaeda.
