George Foulkes was born in Oswestry, England in 1942 and is a graduate of the University of Edinburgh. He has represented the constituency of Carrick, Cumnock and Doon Valley since 1979. His majority of 21,062 was the largest in Scotland in the May 1997 election. Before becoming Parliamentary Under-Secretary of State, in the Department of International Development, he was opposition spokesman on Foreign Affairs (1983 - 1992), Defence (1992 -1993) and Overseas Development (1994 - 1997).
Amongst his main political interests are foreign affairs, overseas development and human rights. Mr Foulkes’s Department for International Development is changing the emphasis of Britain’s overseas assistance to reflect a greater emphasis on poverty elimination and, in particular, on human rights.
